Debate : “The Inseparable Links between Personal Freedoms and Socio-Economic and Cultural Rights”

The electoral campaigns and the results of the 2019 elections (presidential and parlia-mentary) revealed an increasing discourse which pits personal freedoms against econom-ic and social rights. 

This discourse is all the more dangerous as it advocates that personal freedoms are a brake on economic and social development. According to this discourse, personal free-doms are not a priority. The priority should be given to economic and social development. Some people even propose that “The people do not want personal freedoms, but work, health, education…” This promotes ideas that personal freedoms are a screen, a sham… This dangerous discourse must be understood, analyzed and, especially, opposed. Delink-ing personal freedoms from development is to fragment human rights, establish a hierar-chy between these rights and make people only economic beings, erasing their individu-ality and attacking their dignity.

ADLI, with the support of the Heinrich Böll Foundation, carried out a multidisciplinary study on the inseparable links between rights and freedoms. The study has as its objective to understand these links historically, sociologically, economically, politically, juridically and in terms of media. This study attempted to respond to a series of questions:

-    Could personal freedoms constitute a vector of development?

-    How to wed these two pillars of human rights?

-    How to reinforce the understanding and adoption of personal freedoms among a number of components of Tunisian society and decision makers?


The study thus offers a framework for reflection and an attempt at analysis which lays the groundwork for advocacy work among human rights actors.


The evening debate will be an occasion to present the study for sure, but also to spark a debate between different researchers who contributed to it: Mrs. Kmar BENDANA (histori-an) ; Mr. Zouheir BEN JANNET (sociologist) ; Mrs. Rim ABDMOULEH (economist) ; Mrs. Asma NOUIRA (political analyst) ; Mrs. Majda MRABET (jurist) et Mrs. Olfa BELHASSINE (journalist). The evening will be moderated by Wahid FERCHICHI, coordinator of the study.
