It is in the current political context that the conference "The constitutional crisis in Tunisia - What future for democracy and the rule of law?


Indeed, seven years after its adoption, in the midst of a socio-economic and health crisis and after months of institutional blockage (refusal to take the oath, refusal to promulgate certain laws, violence and blockages within parliament, etc.), the Tunisian President Kaïs SAÏED invoked an "imminent danger" on 25 July 2021 to activate Article 80 of the said constitution, dismiss the Prime Minister, suspend the activities of parliament and put the judiciary under supervision.


On 22 September 2021, he promulgated Presidential Decree No. 2021-117 of 22 September 2021 on exceptional measures, which formalised the suspension of several chapters of the Constitution and introduced "exceptional measures", which were supposed to be temporary, while "political reforms" were carried out, including amendments to the 2014 Constitution.
